A great example how public authorities can play a leading role in making Europe’s building stock energy efficient as foreseen in the revised Energy Efficiency Directive (EED) and the just revised Energy Performance of Buildings Directive (EPBD). After the meeting Gerhard Wellert, Carsten Böhme, Andreas Gabriel and Christoph Roßkopf (all Knauf) and Ralf Pasker took the opportunity to exchange on latest developments in different European markets, the outcomes of European elections, the EU legislative framework conditions becoming relevant for the ETICS sector.
Despite current challenges and uncertainties, all agreed that the mid-term perspective remains positive as without thermal insulation of building envelops the EU2030 and EU2050 objectives towards a decarbonized European economy will be far out of reach. ETICS will play an important role and our industry remains committed to support the long-term objectives.
In parallel, political decision makers both at European and national level need to be aware that the construction sector requires at least mid-term predictable framework conditions and marks a major column of our economies.
- Europe’s building stock accounts for 36% CO2 emissions and 40% of energy demand. It offers a great leverage for improvements, especially when addressing worst performing buildings first as foreseen in the Energy Performance of Buildings Directive (EPBD).
- To achieve Europe’s environmental objectives the rate of building renovation needs to more than double; the same applies for climate-neutral new construction.
- Volatile decision-making in both energy-efficiency regulation and financial support schemes creates uncertainties among all investors along the construction value chain. Uncertainties mark great barriers for urgently needed investment decisions in energy-efficient buildings.
- Examples as recently shown during the EAE Awards celebrations indicate that member states with mid-term predictable framework conditions contribute to more stable economic developments and higher ETICS renovation rates (if calculated per capita).
- Holistic approaches are needed: improved thermal performance of building envelopes eases the shift to low-temperature heating and cooling and to renewable energy generation.
- One-stop-shops help to guide especially private building owners to building individual renovation roadmaps (deep or staged-deep renovation depending on the personal situation) and applicable funding (technical and financial support as requested by EPBD).
